Contracts awarded abroad under AFD-financed projects
Agence Française de Développement (AFD) conducts controls to ensure that its financing is used for authorized purposes. It has consequently stipulated the general procurement principles which must be complied with and provides the relevant model documents and tools to the project owners that benefit from its financing.

General procurement principles
The general procurement principles for AFD-financed contracts are in line with international good practices, as prescribed by the OECD in particular. They aim to provide an appropriate response to the requirements of economy/effectiveness, opening to competition, equity and transparency, which must govern the selection process.

Model documents and tools
AFD has designed a series of model documents and tools for project owners that benefit from its financing. The aim is to make it easier to organize and implement the bidding process. It recommends that these documents are used whenever possible, particularly in the case of international tenders.
These model documents may also be of interest to potential providers seeking to have information beforehand on the practical methods used for organizing a prequalification or call for tender.
